According to relevant policies, since April 1, 2023, urban water supply has fully implemented the Hygienic Standard for Drinking Water (GB 5749 - 2022). It is expected that by 2025, a relatively complete full - process urban water supply guarantee system and a basically sound urban water supply emergency system will be established.


By then, the water supply pipe networks in the built-up areas of the pilot cities (county towns) will be basically sound, with full coverage of the zonal metering of water supply pipe networks. The level of pipe network pressure regulation will reach the domestic advanced standard. A relatively complete operation and maintenance management system as well as a restraint and incentive mechanism for public water supply pipe networks will be basically established. Grid-based and refined management of water supply pipe networks will be realized, and a number of advanced models and typical cases of leakage control will be formed.

At present, for the built-up areas of pilot cities (county towns) where the leakage rate of public water supply pipe networks was higher than 12% in 2020, the leakage rate should be no higher than 8% by 2025. For the built-up areas of other pilot cities (county towns), the leakage rate should be no higher than 7% by 2025.
