Ensuring the safety of rural drinking water is a crucial cornerstone for advancing the rural revitalization strategy and a key factor related to people's well-being. Since the 18th National Congress of the Communist Party of China, national policies have continuously focused on the safety of rural water supply. In 2023, the Ministry of Water Resources issued the Guiding Opinions on Accelerating the High-Quality Development of Rural Water Supply, stating that it strives to initially form a high-quality rural water supply development pattern with improved system layout, intensive and safe facilities, standardized and professional management, and high-quality and efficient services within a few years.
In 2024, the Fifth Session of the Standing Committee of the 14th People's Congress of Shandong Province adopted the Regulations on Rural Water Supply in Shandong Province. The Regulations point out that rural water supply should give priority to ensuring domestic water use and clarify that rural water supply projects are important public infrastructure in rural areas.
01 Addressing Feicheng's Water Woes
Advancing Rural Water Supply Renovation Projects
Feicheng City, Shandong Province, is located in the plain area at the western foot of Mount Tai and is a water-scarce city. The local government attaches great importance to ensuring water supply for urban and rural residents. Due to the aging of water supply facilities in some rural areas of Feicheng, villagers often face inconveniences in water use. Accelerating the upgrading of facilities to ensure that villagers have no worries about water use is a livelihood issue that the government and water service enterprises are striving to solve.
Adhering to the concept of "empowering water services with technology and benefiting people's livelihood with services", Flangco Water has participated in the local water supply quality improvement and upgrading project. The company has steadily promoted the rural water supply upgrading and transformation project through a three-step strategy of "comprehensive survey - pain point diagnosis - targeted measures".
The technical team has conducted in-depth surveys in more than a dozen villages in Feicheng, including Mingxin Village of Anlinzhan Town, Gezhuang Village of the Economic Development Zone, Zhonggucheng Village of the Economic Development Zone, Wubu Village of Sunbo Town, Zhangjiabato Village of Taoyuan Town, and Dongjiao Village of Wangzhuang Town.
02 Outdoor Integrated Smart Pumping Stations
Safeguarding the "Last Mile" of Rural Water Supply
To address the pain points such as intermittent water supply and large water pressure fluctuations in rural areas, the company has developed outdoor integrated smart pumping stations. Through technologies such as intelligent regulation and remote monitoring, these stations ensure the stability of the "last mile" of water supply in Feicheng.
Intelligent Control and Precise Operation & Maintenance
The pumping stations have fully upgraded intelligent security and control systems, integrating video surveillance, access control management, anti-intrusion detection, and voice intercom functions to build a comprehensive security barrier.
Modular Design and Rapid Deployment
The equipment adopts an integrated modular design, with pre-installation and debugging completed before leaving the factory, which reduces the complexity of on-site installation. The construction site only needs simple connection to put it into use, and the construction period is shortened by more than 50% compared with the traditional mode.
High-Quality Materials for Long-Term Water Supply
304 stainless steel seamless pipes and stainless steel valves are used, with zero leakage in pipe connections. Cooperating with inlet and outlet electric valves to accurately control water flow, and integrating high-precision flow meters to monitor water consumption in real time, it meets the water demand of rural areas.
Compact Structure and Space Optimization
The integrated smart pumping station design significantly reduces the volume compared with traditional pumping stations. The compact layout minimizes land occupation, which is particularly suitable for rural scenarios with limited terrain, realizing the efficient use of space resources.
Extreme Cold Protection and Stable Operation
In response to the cold climate in northern China, the equipment shell is made of anti-freezing materials, and the internal structure is embedded with an intelligent temperature control module to form a dual anti-freezing system. This effectively avoids the risk of freezing and cracking and ensures the safety of rural water supply in winter.

Effectively Reducing Water Supply Energy Consumption
Flangco's secondary water supply system adopts intelligent variable frequency speed regulation technology, abandoning the energy consumption problems of traditional water supply such as "frequent start-stop and high-pressure idling", and helping rural areas achieve green and low-carbon transformation.
Significantly Ensuring Stable Water Pressure
During peak water consumption periods, the water supply volume is increased to maintain stable water pressure, improving villagers' water experience of "uninterrupted water for morning washing and sufficient water pressure for evening bathing".
Scientifically Arranging the Construction Period
From the project launch to the completion and water supply, the construction period lasts two months. The construction team has adopted effective noise reduction and dust prevention measures to minimize the impact of construction on villagers' daily lives.
From the previous inconvenience of water use to the current 24-hour stable water supply, the rural water supply level in Feicheng, Shandong has been significantly improved, and villagers now have access to "reliable" and "safe" water.
